SOPEP-001 前 言 PREAMBLE

1.1 本船上应急计划是用以协助人员处理应急事件,其主要目的是设定必要采取的行动以

停止或抑制泄油量或危险以缓和其影响,有效的计划保证以有组织、逻辑与时效采取必要的行动。

This shipboard emergency plan is provided to assist personnel in dealing with an emergency. Its primary purpose or hazards and to mitigate its effects. Effective planning ensures that the necessary actions are taken in a structured, logical and timely manner and safe

1.2 本计划使用流程图及检查表使船长和高级船员在面对各种不同意外事件必须采取响应

行动时能有所遵循,流程图与检查表提供视觉资讯在处理紧急状况初期可以减少疏漏或错误的机会。

The plan makes use of flowcharts and checklists to guide the Master and Officers through the various actions and decisions, which will be required in an incident response. The charts and checklists provide a form of information, thus reducing the chance of oversight or error during the early stages of dealing with an emergency situation.

1.3 消防控制图、油舱布置图、管路图、容积布置图、舯剖面图包含船体及主甲板的总布

置图在船上应予以准备随时取用。

For ready reference, fire control plan, tank plan, pipeline diagrams and capacity plans, midsection plan with a general arrangement (G.A.) of the hull and upper deck, are to be prepared for ready use .

1.4 在设计上本计划与公司应变计划有密不可分的关系。在面对意外,必要时,船长可由

岸上指定人员站在状况立场得到必要的支援。

The plan is designed to link into the Company’s Emergency Plan for dealing with shipboard emergencies, which included oil pollution emergencies. The designated person will back the master up on-scene ashore are the circumstances and the position of vessel at the time of the incident require.

1.5 任何有效的计划必须:

For any plan to be effective it has to be: 1.5.1 船员熟悉关键性功能

Familiar to those with key functions on board the ship; 1.5.2 定期的修订与更新 ,以及

Reviewed and updated regularly; and 1.5.3 由定期练习测试其可行性

Training and exercises in implementation of the shipboard mitigation procedures must be held at regular intervals. Similarly, exercises in communication procedures will be necessary to verify that the company’s emergency plan is also effective.

1.7 本计划符合一九七三年防止船舶污染国际公约,并经一九七八年议定书修订的附录I

规则三十七条及国际安全管理章程第八章的规则予以制订。

The plan is also written to comply with the requirements of regulation 37 of Annex I of the international Convention for the prevention of pollution from ships. 1973. as modified by the Protocol of 1978 relating thereto, as well as those of chapter 8 of international safety management code.

一个指南。

The purpose of the Plan is to provide guidance to the master and officers on board the ship with respect to the steps to be taken when a pollution incident has occurred or is likely to occur.

1.8 本计划应定期根据本公司的文件管理程序检讨并更新,依据决议案MEPC54(32)“制

定船上油污染应急计划准则”所规定的主要修正应送主管机关认可。

This plan should be regularly reviewed and update according to the document control procedures established by the company. Major revision as per the provisions mentioned in guidelines for the development of the shipboard oil pollution emergency plans (Res MEPC 54(32)) shall be submitted to the Administration for approval.

负责检讨并更新本计划的人员为岸上指定人员,海务部主管及机务部主管协助。更新期限不得超过12个月。

Personnel responsible for reviewed and update of this plan are the Designated Person Ashore, the Chief of Marine Department and the Chief of Engineering Department assistant. Interval of updating not more than 12 moths. 1.9 本计划包含根据“SOPEP编制指南”[MEPC.54(32)决议通过并经MEPC.86(44)决议修

The appendices contain names. telephone numbers, etc. of all contacts referred to in the plan, as well as other reference material 1.10 MARPO 73/78 ANNEXI-REGULATION 37

⑴. Every oil tanker of 150 tons gross tonnage and above and every ship other than an oil tanker of 400 tons gross tonnage and above shall carry on board a Ship Oil Pollution Emergency Plan (SOPEP) approved by the Administration. In the case of ship before 4 April 1993 this requirement shall apply 24 months after that date

⑵. Such a plan shall be in accordance with guidelines developed by the Organization and written in the working language of the Master and Officers. The Plan shall consist at least of:

a. The procedure to be followed by the Master or other persons having charge of the ship

to report and oil pollution incident, as required in article 8 and Protocol 1 of the present Convention, based on the guidelines developed by the Organization;

b. The list of authorities or persons to be contacted in the event of an oil pollution incident; c. A detailed description of the action to betaken immediately by persons on board to

reduce or control the discharge of oil following the incident; and

d. The procedures and point of contact on the ship for coordinating shipboard action with

national and local authorities in combating the pollution.

SOPEP-002 报告的规定

REPORTING REQUIREMENTS

2.1

一般要求

General Requirements

2.1.1 MARPOL 73/78 议定书I 条款第八条规定在实际或可能发生泄油至海上时

必须通知最近沿岸国家,这项要求的目的是保障沿岸国家尽早获得油污染威胁的消息,同时使岸上尽早采取救难与协助行动。

Article 8 and protocol of MARPOL 73/78 require that the nearest coastal state should be notified of actual or probable discharges of oil to the sea. The intent of the requirement is ensure that coastal states are informed without delay of any incident-giving rise to pollution, or threat of pollution, of the marine environment, as well as the need for assistance and salvage measures, so that appropriate action may be taken.

2.1.2 在发生意外后船长或其它船上负责人提出报告的程序应符合国际海事组织

Res.MPEG.138(53)修正后的Res.A851(20) 所颁布的规定。

The reporting procedure to be followed by the master or other person in charge of the ship after an incident is based on guidelines developed by the international maritime organization Resolution Res. A.851(20) amended by Res. MEPC.138(53).

2.1.3 发生油污意外的船舶向适当沿岸国家或港口以及一船方有关单位提出报告。 If the ship is involved in an incident reports must be made both to coastal state or port contacts, as appropriate, and to contact representing interest in the ship. 2.1.4 依照要求的报告流程详见如下页。

何时需要报告 When to Report

2.2.1 实际发生泄油 Actual discharge

任何时候如有以下情况时,必须报告给2.7节列明的沿岸国及个体和组织: A report to the Coastal State and to those individuals/organizations specified in Section 2.7 is required whenever there is :

a) 因船体或其装备遭受损害而发生

Resulting from damage to the ship or its equipment b) 泄油超过任何原因的许可等级,包括为确保船舶安全或海上人命救助的目的;或

A discharge of oil above the permitted level for whatever reason, including those for the purpose of securing the safety of a ship or saving life at sea; or c) 排泄的数量或瞬时速率超过当前公约(如MARPOL 73/78)的许可 A discharge during the operation of the ship of oil in excess of the quantity or instantaneous rate permitted under the present Convention. (i.e. MARPOL 73/78 Convention amended and in force at the time this plan is approved).

2.2.2 可能发生泄油 Probable Discharge

A report to the Coastal State and to those individuals/organizations specified in Section 2.7, may be required if there is a situation which, though not involving an actual discharge, would qualify as a substantial threat of a discharge. In judging whether there is such a probability and whether the report should be made, the following factors, as a minimum, should be taken into account: (a) 损坏的性质;

The nature of the damage;

Ship location and proximity to land or other navigational hazards;

Weather, tide, current and sea state; and

or breakdown of steering gear, propulsion, electrical generating system, essential ship borne navigational aids, etc.

2.2.3 其他 Others

其他本计划所提及事故可能或已经影响船舶、货物或船上人员的安全时。

Other accidents mentioned in this plan which might or already affect the safety of ship, cargo or personnel on board. 2.2.4 后续报告 Follow-up report

一旦船上发出最初报告后,应就事件发展情况定期向岸上相关单位提出后续报告。

Once the vessel has transmitted an initial report, follow-up reports should be sent at regular intervals to keep those concerned informed of development.

提出的后续报告应使用2.3所述格式,内容包括船况、泄油速率、气候状况、代理行资料并摘述处理情况。

Follow up reports should always be in the form given in section 2.3, and should include information about every significant change in the vessel’s condition , the rate of the release and spread of oil, weather conditions, and details of agencies notified and clean –up activates. 报告内容的要求 Information Required

本节所述的报告得以手写方式利用传真至有关单位,如船上无传真,则按其内容发电报到有关单位。

The report mentioned in this section plan can be written by free hand, then FAX to the parties concerned. If no FAX machine on board, the contents thereof shall be sent to the parties concerned through the TLX (NBDP). 2.3.1 最初报告内容

If incident occurs during hours that the office is open, contact the Marine Department and local agent, if necessary. At times where the office is closed, use the home contact telephone. Once initial reports have been made, the company’s correspondence play will ensure that other interests such as flag state authorities, P & I club, hull underwriters and classification society are notified and kept up-dated on the incident.

STEPS TO CONTROL DISCHARGE/ACCIDENT

发现任何泄油事故当事人员应立即向船长或应急处理官报告,召集应急处理小组。切记任何泄油均可能引发火灾或爆炸,必须注意安全措施。

Whenever an oil spill occurs it is the duty of the person finding the spill immediately to inform the Master or pollution emergency officer, who should call out the vessel’s pollution emergency team. Remember that an oil spill may create a fire or explosion hazard requiring safety precautions to be observed.

船员通常都要处于最佳职位,以便能快速反应,减缓或控制船舶的泄油。

Ship’s personnel will almost always be in the best position to take quick action to mitigate or control the discharge of oil from the ship.

本章是指导船长如何处理操作溢油和事故溢油。

In this Section guidance is given to the Master on how to accomplish operational spills and spills resulting from casualties. 3.1 应急处理小组

3.2.3 舱柜溢油应变措施 Response to tank overflow

(1) 发出报警采取行动并通知有关方面。

Initiate, take alarm and action and required Agency notification. (2) 在机舱停止操作或停止驳运。

Stop bunker operation or pump for transferring in Engine room. (3) 关闭有关阀。

Close related valves.

(4) 将溢油舱内的油转移到空舱,以降低溢油舱内的压头。

Promptly shift oil in the overflowed tank to an available empty of tank To relieve pressure in the over flowed tank.

(5) 将甲板上的油收集到空桶内使用空气手提泵交求同直接泵入油舱,然后用吸油

Collect oil on deck into empty drums or using portable pumps to pump oil direct into oil tanks through sir pipes, clean up oil on deck by using oil absorbent mats, sawdust and waste clothes. Or readying pumps to transfer the excess ashore. (6) 将使用的清洁材料和收集的漏油送至处理公司进行有效处理。

Dispose Collected oil and used clean – up materials properly by means of delivering them to the disposal company.

(7) 当漏油事故发生时,船长应根据规定将上述情况迅速通知有关方面。

When oil discharge occurs, master should immediately notify parities concerned according to the established procedures.

(8) 必要时,船长应请示岸上援助队进入漏油现场。

When necessary, the master should request shore assistance to enter into oil spill response.

(9) 可能情况下,立刻操纵小艇准备和布置围油栏以防扩散,同时用吸油材料尽量

回收漂浮的油。

When possible, immediately have Maneuver boats ready and deploy oil boom to prevent dissipation of oil, and at the same time, recover as much oil as possible using oil absorbents.

(10) 当使用溢油化学反应剂和油类凝固化学剂时应考虑其对周围环境的影响,因

此,只有征得最近海岸国家同意后才能使用。

When oil spill response chemicals and/or gel chemicals are used, due regard should be paid to the circumstances/ environment around. Moreover, such chemicals can only be used after obtain permission from the nearest coastal state. (11) 事故处理后需报港口当局确认后才能恢复工作。

Upon disposal of casualties, operation is to be resumed with port Authorities confirmation.

事故性溢油

Spills resulting from casualties 船长首要行动

The captain’s priority actions

(1) 首先确保人员安全,同时采取措施防止事故扩大。

Give top priority to ensure safety of personnel, and at the same time take actions to prevent extension of incident. 1、 检查是否有人员受伤;

Check if there are injured personnel;

2、 从大副和轮机长处查阅船上货物,压载,燃油和水的资料;

Check the cargo, ballast, bunker and water information on board from Chief Officer and Chief Engineer; 3、 判断是否请求协助

Make a judgement on whether a request for rescue should be requested. 4、 决定是否需要弃船。

Decide whether abandon ship is necessary.

(2) 稳性和应力影响;要考虑船舶总体强度和稳性在任何时候均在安全范围内。

Stability and stress considerations; Take account of ship’s overall distress and stability at all time are within sage limit.

(3) 减载;当船舶结构受损及其严重,可能有必要将部分或全部货物转驳到别的船

上时,应向公司要求提供船与船之间过驳程序的指导。

Lightening; should the ship sustain extensive structural damage, it may be necessary to transfer all or part of the cargo to other ships, report to company for providing the guidance on procedures to be followed for ship to ship transfer of cargo.

(4) 通过目视检查和对所有液舱和其他舱室液位测量的方法来获得详细的损坏资

料。

Obtain detailed information of the damage, by visual inspection and sounding tanks and Other compartments.

(5) 如果认为船舶留在此地仍会带来更大危险,则应考虑将船舶移到更安全的地

Should it be suspected that staying the ship there brings the situation worse, take account of shifting the ship to a more suitable location.

(6) 考虑破舱稳性和船舶应力的影响,为了船舶安全,必要时,应考虑进行内部驳

When necessary consider transferring oil/cargo internally for safety of the ship take account of shifting the ship to a more suitable location. (7) 在排油事故中应采取如下措施以防失火和爆炸。

In oil discharge incident, take the following measures in order to prevent the occurrence of fire and explosion:

1、 事故发生后,船舶应处在上风位置;

Alter course so that ship is upwind of slick. 2、 关闭一些非重要的空气进口;

Shut down non – essential air intakes.

3、 防止可燃气体进入起居处和机舱;

Prevent flammable vapors entering accommodation and engine room space. 4、 消除所有可能引起的火源;

Eliminate all possible sources of ignition. 5、 准备灭火设备和灭火器材;

Prepare fire fighting equipment and fire extinguishers. 6、 经常对起居处所和机舱进行可燃气体测量;

Regularly test for flammable gas in accommodation and engine room space. 7、 禁止吸烟和停止使用裸露的火源。

Smoking and other naked flame sources are strictly prohibited. (8) 当空气不流通处所采取措施,应注意有毒气体对人体的危害。

When taking measures in places where gas can stagnate, pay full attention to the effect of toxic gases on the human body.

3.3.2

搁浅应变措施 Response to grounding

(1) 发出报警,采取行动并通知代理。

Initiate, take alarm and action and required Agency notification.

(2) 假如船舶搁浅后,船舶不能操作,所有可能着火的火源均应予以消除,并采取

行动防止可燃气体进入机舱或起居处所。

If the vessel is aground and therefore cannot maneuver, all possible sources of ignition must be eliminated and action taken to prevent flammable vapor from entering the engine room spaces or accommodation.

(3) 船长应尽快地确定损坏的详情,先把正确的措施来确保船舶和船员的安全。

The master should ensure that he as soon as possible receives detailed information on the damage that the vessel has sustained in order to find out what remedial action needs to be taken to ensure the safety of the vessel and crew. 1、 进行目视检查;

A visual inspection should be carried out. 2、 应对所有燃油舱进行测量;

All bunker tanks to be sounded.

3、 所有与海水接触的其他处所均应进行测量,确保其完整性;

All other compartments which have contact with the sea should be sounded to ensure that they are intact.

4、 所有舱柜测量的数值均应与 数值进行比较,检查其是否可能渗漏。

Sounding of tanks are to be compared with last soundings to check for possible leaks.

5、 任何记录都应被重视并作为报告的辅助材料。

Any list shall be noted and included in the report for assistance.

Health hazards to the vessel’s complement and surrounding population due to release of hazardous substances in dangerous concentrations. 4、 由于渗漏可燃物质或无法控制的火源而引起的火灾;

That fires may start due to released flammable substances due to uncontrolled ignition sources.

(5) 另外,船长在采取行动时就如下考虑:

Furthermore, the Master should take into account the following considerations: 1、 船舶是否在航道上触礁?

Is the vessel constantly being struck in the seaway? 2、 船舶是否经常震动?

Is the vessel exposed to torsion?

3、 测量船舶周围水深以确定船舶所在位置的海底状况?

Sounding to be taken around the vessel to establish the vessel’s position and nature of the bottom?

4、 搁浅现场是否有很大的潮差?搁浅区域是否有很大的潮流?

Is there a large difference in the tidal ranges at the grounding site? Are there strong Tidal currents in the grounding area.

5、 船舶是否可能由于大潮和大风和大浪冲击而被漂移到岸上?

May the vessel drift further up on the shore, due to high tides, wind and waves?

(6) 船长应估计船舶损坏对环境的影响,并采取各种行动,以减少船舶进一步损坏

所造成的排油,例如:

The Master shall assess the possibility of damage to the environment, and whatever action can be take to reduce further damage from oil release, such as: 1、 船内油舱驳运:

Transfer of bunker internally.

2、 在潮汐变化期间,应气密隔离燃油舱,以确保舱内压力稳定;

Isolate bunker tanks hermetically to ensure that hydrostatic height in tanks are intact during tidal changes.

Evaluate the necessity of transferring bunkers to barges or vessel and request such assistance accordingly. 4、 估计额外泄漏的可能性。

Evaluate the possibility of additional release of oil.

The Master must also evaluate the question of getting off from the grounding by own means. Before such an attempt is made, it must be determined.

1、 起浮后,是否会造成船舶损坏,如下沉、断裂、倾覆,因此应考虑破舱稳

性计算书,破舱控制图和破舱控制手册。

Whether the vessel is damaged in such a way that it may sink, break up or capsize after getting off.

2、 起浮后,船舶是否能用自己的机动能力从危险区离开。

Whether the vessel after getting off may have manoeuvering problems by own means to get away from the dangerous areas.

3、 如果船舶可以自航,船长与有关海岸机关联系,可以考虑将船开到较为安

全的地方进行应急修理或减载或减轻对特别敏感区域海岸的威胁,而这种航行必须在沿海国家的监督下才能进行。

When it is possible to manoeuvre, the Master, in conjunction with the appropriate shore authorities, may consider moving the ship to a more suitable location in order to facilitate emergency repair work or lightening operations, or to reduce the threat posed to any particularly sensitive shoreline area. Such manoeuvring may be subject to coastal State jurisdiction.

4、 如判断没有求助是不可能起浮时,是否必须要求救助公司协助起浮,为此

迅速通知船东安排具有一定影响力的救助公司。

Whether it is necessary to request salvage assistance to re-float the vessel. When judged to impossible to re-float without aid, promptly inform Owners to arrange salvage interests.

5、 如试图自身进行起浮时,应注意机器、舵或螺旋桨是否因搁浅遭到损坏,

或可能因起浮而损坏。

Whether machinery, rudder or propeller are damaged due to grounding or may be damaged if trying to get off ground by own means.

6、 为油舱溢油的额外污染,是否可以采用调整船舶首尾吃水或足够的减载来

避免其他舱柜的损坏。

Whether the vessel may be trimmed or lightened sufficiently to damages to additional tanks in order to reduce additional pollution from bunkers spillage.

(8) 如果估计船舶靠自身起浮将会造成进一步的损坏,那么应使船舶留在搁浅位

置,直到专业队来帮助。为此,船长应尽可能采取如下措施确保船舶安全: If the risk of further damage(evaluated) to the vessel is greater in attempt to re-float the vessel by own means, than by remaining aground until professional assistance has been obtained, the vessel’s Master should try to secure the vessels as much as possible by: 1、 抛锚。

Setting anchors.

2、 有可能时,将空压载舱打入压载水。

Taking in ballast in empty 3、 撤走所有火源减少火灾。

Reducing fire risk by removing all igniting sources.

4、 分析船舶损坏后,船长应决定采取什么样的措施以避免进一步溢油。

Having assessed the damage that the vessel has sustained, the master should be able to decide whether or not any action may be taken to avoid further spillage. 5、 当船舶损坏到以至船上无法计算稳定性时,船舶应立即通知船东寻求岸上

协助。

Should the damage which the vessel has sustained be of such an extent that the stability cannot be computed onboard, the Master shall inform Owners immediately and seek assistance from shore.

6、 在规定的时间间隔内,应对每一液舱的静压头进行测量,若有任何变化均

应报告。

Hydrostatic heights in each tanks are to be taken at regular intervals, and any change reported as needed.

7、 在潮差大的情况下,应进行隔离损坏的液舱,以减少燃油的额外损失。

In cases of large difference in the tides, the vessel should try to isolate the damaged tanks to reduce additional loss of bunkers.

8、 当船舶因搁浅进水时,必须采取防进水措施,如关闭水密门以减少进水。

When the ship leaking water due to grounding take preventive measures, i.e. close water – tight doors in order to minimize ingress of water.

(9) 如果发生船舶漏油,船长应参考3.3.10“事故溢油的应变措施”。

If oil leakage occurs, master should refer to 3.3.10 “Response to oil associated in casualties”.

(10) 负责搁浅应急响应的各有关人员的职责见表3.3.2。

触底应变措施 Response to touch bottom

(1) 船体发生不正常抖动或震动主机转速发生不可理解的运转或变化时,可能是由

于船舶座底,首要的步骤是确保船舶的完整性及不使船上发生漏油。

Should the vessel experience unusual shaking or vibrations of hull, unexplained movements or changes in engine revolutions, it may be suspected that the vessel has touched bottom. Procedures should be initiated to ensure that vessel is intact and that there is no oil leakage from vessel’s tanks. (2) 如果引航员在船上,请引航员解释其可能性。

If pilot onboard, inform pilot and ask for possible explanation. (3) 立即停车,主机转速是否有不正常的减速。

Stop engine immediately, and observe any unexpected speed reduction. (4) 确定船舶的位置,比较船舶吃水与上的有效水深。

Observe accurate position, compare the available depth on the navigational chart with vessel’s draft.

(5) 测量所有燃油舱、压载舱、货舱舱底污水、隔离舱、管隧和其他处所,以确定

船舶是否遭受任何损坏。

Take sounding for all bunker tanks, ballast tanks, cargo hold bilges, cofferdams, pipe tunnel and other compartments to determine whether vessel has sustained any damage.

(6) 在白天沿船壳和船周围水域查看是否有油,在夜晚用木棒绕着白棉布或吸油带

沿船旁放入水中检查是否有油漏泄。如果船舶坐底后完全搁浅,船长应参考本节3.3.2应变措施。

Check for visible oil along hull or in wake of vessel during day time. At night a stick with white cloth or sheet of sorbet around it may be lowered into water alongside the vessel to check for oil leakage. If the vessel is around eventually after touched bottom, Master shall refer to 3.3.2 of this section.

(7) 假如漏油已发生,船长应参考3.3.10“事故漏油的应变措施”。

If oil leakage occurs, Master should refer to 3.3.10 “Response to oil spill associated in casualties”.

3.3.4

火灾和爆炸应变措施 Response to fire and explosion. (1) 首先采取报警和行动并通知代理。

Initiate, take alarm and action and required Agency notification. (2) 在火灾和爆炸情况下,在采取损坏控制措施前应先考虑如下:

In case of fire and explosion, the following priorities exist when the damage control measures are initiated;

Locate immediately where the fire/explosion has taken place.

2、 确定损坏范围和是否有伤亡人员。

Try to determine the extent of damage, and if anyone of the compliment is injured or dead. 3、 抢救人员。

4、 制止船舶和货物的损坏。

Limiting the damage to vessel and cargo. 5、 防止环境污染。

Preventing environment pollution.

(3) 船长应命令所有船员立即到其所处的消防位置。

The Master should order all crew to take up their fire – fighting stations.

(4) 进入有效和适当的消防行动。但当船舶火灾到了无法控制时,为了船上人员的

安全,应准备救生艇弃船。必须注意这个命令即不能太迟。

Conduct effective and appropriate fire – fighting operation, prepare lifeboats ready for abandon ship in case fire can not be under control and endanger safety of ship’s personnel. Take care not to give the order to abandon ship either prematurely or too late.

(5) 应从火灾附近撤离油漆桶,擦布油,家具,绳子和其他可燃油物和可爆炸材料。

Promptly shift paint drums, oil waster, furniture, ropes and other flammables and explosive materials in the vicinity of the fire.

(6) 应关闭所有开口,包括门、天窗、通风管、并切断风机。必要时,冷却火灾临

近处所的舱壁。

Close openings including doors, scuttles, skylights and ventilation ducts and stop all ventilation. Cool down bulkheads of adjacent compartments when necessary. (7) 通向火灾处所的动力源必须切断。

Electric power supply leading to fire site is to be cut off.

(8) 由于风力促使火势变得更为凶猛时,可用锚或操纵船舶的方式将火灾处所置于

下风的位置。

When the fire is becoming more intense due to the wind, anchor ship or manoeuver ship to leeward.

(9) 将火灾处所置于下风位置有利于消防人员不受火和烟气的侵害。

Make proper leeway so that the fire and smoke does not hamper fire – fighting activities.

(10) 如果认为船上消防能力不够充分时,应尽早请求附近航行的船舶来协助。

When fire – fighting activities of the ship are judged to be inadequate, request assistance from ships sailing in the vicinity before it is too late. (11) 假如漏油已发生,船长应执行3.3.10“事故漏油的应变措施”。

If oil leakage occurs, master should refer to 3.3.10 “Response to oil associated in casualties”.

碰撞应变措施 Response to collision

(1) 当船舶发生碰撞时,船长应命令所有船员到溢油应变站集合。

When a collision occurs, the master should order all crew take up their oil spill response stations.

(2) 调查船舶损坏区域和进水率,并采取应急措施以防止事变恶化。

Investigate the damaged area of the ship and rate of ingress of water, and take emergency measures to prevent the damage becoming worse. (3) 测量碰撞附近的舱柜和货舱污水井。

Sounding the tanks and cargo hold bilges adjacent to collision area. (4) 下述检查记录将有助于船长了解情况:

The following check list should assist the master in assessing the situation: 1、 有那些舱在水线以下被穿透?有那些舱在水线以下被穿透?

Are any tanks penetrated above or below the waterline?

2、 如果船碰撞后在水中成为死船和两船在一起,最慎重考虑的是将它们分开

呢还是仍然联在一起?

If vessels are dead in the water and interlocked, what is the most prudent, to stay interlocked or separate?

3、 现在是否漏油?少还是多?将船分开时溢油是否比联在一起还要多?

Is there any oil spill at present – small or large? Will a separation of interlocked vessels create a larger oil spill than if the vessels stay interlocked?

4、 如果溢油,船舶分离产生的火花是否会点燃或点燃从船上漏出的其他可燃

If there is an oil spill, will the separation of the vessels cause spark that can ignite the oil or other flammable substances leaked out from vessels? 5、 船舶联在一起比分开是否对当地交通影响更大?

(5) 当调查结果发现因损坏引起进水,根据进水位置和食粮采取必要的防水措施或

泵出进水,这些措施包括关闭水密门,嵌入木塞,使用防撞垫,水泥箱和舱壁加强板和泵水等。

When ingress of water is found as a result of damage investigation, take necessary measures to prevent water ingress or pump out the water already taken, according to the position and amount of water taken in . Such measures include the closing of water – tight doors, inserting wooden plug, the use of collision mats, cement box, strengthening or bulkhead and use of pumps to discharge water.

船体损坏应变措施 Response to hull damage

(1) 船舶已经失落一处和多处外壳板、发生重大裂纹或船体遭受严重损伤,船长必

须立即拉响总警铃,召集全体人员到集合地点,说明船舶状况,并准备放艇。 Should the vessel loose one or more shell plating, develop major cracks, or suffer severe damage to hull, the Master must immediately sound the General Alarm to call the complement of their Mustering Station, and inform them of the situation, and prepare lifeboats for launching. (2) 下述问题应予以考虑:

If there is, or likely to be an oil spill in connection with the incident, notify as 3.3.1.

When ingress of water is found, take necessary measures to prevent water ingress or pump out the water already taken, according to the position and amount of water taken in. such measures include the closing of watertight doors, inserting wooden plugs, the use of pumps to discharge water.

If vessel has a list due to loss of ballast or buoyancy, it is necessary and possible to rearrange the ballast or bunkers by internal transfer operation in order to get the vessel level.

3.3.7

围护系统损坏

Response to Containment system failure

Primary containment to prevent overside spillage is provided by spill containers in ways of transfer connections and air pipe vents. Secondary protection is provided by the gutter coaming at the ship’s sides and by closing all overboard discharge scuppers before commencement of oil transfer operations. If spillage on deck occur: (1) Inspect scuppers to ensure that are plugged and plugs are effective

(2) Where necessary, relevant sill coamings heights are to be increased and additional

temporary coamings or dams made by using available materials such as sand bags, timber, and sheet metal.

When containment is satisfactory and spillage has stopped, action must be taken to clean up the bulk oil residues on deck using scoops, bailers and sorbent materials. Recovered fuel oil is to be returned to fuel tanks. Oil residues from spillage must not be washed overboard by hosing down.

Chemical cleaning agents may be used for final clean-up of deck spillage but ship’s personnel must not use dispersant of other chemicals in an attempt to clean up oil which has spilled overboard.

Recovered oily material must be stowed in leak-proof containers. Disposal of these containers shall only be undertaken by an Authorised clean-up contractor.

A containment system failure may be regarded as all parts of the ships structure including tanks, bents, piping etc. designed to hold quantities of oil and prevent their escape to sea. Reference should be made to the following sections of this manual. (a) Pipe leakage (b) Tank overflow (c) Hull leakage

In case of mis-operation of ballast/de – ballast, change to corrective tanks and take proper counter measures to rectify the situation..

In case the cause of excessive list is determined due to negative G.M., do not put ballast into tanks on high side for the purpose to correct the excessive list. The correct way is to fill the double bottom ballast tank on low side until negative stability being recovered.

(5) 如果严重横倾是由于船体损坏所引起,则参考3.3.6。

In case release of hazardous liquid noxious substances, takes necessary actions for the protection of the crew against health hazards, especially by contamination with materials or its toxic vapours. Avoid material or vapours spreading over the ship. If any dangerous material or vapour is released from any part of the containment system, take arrangements to free the deck area as far as possible by turning the ship to have the accommodation upwind of the point of release.

(2) 从危险区域疏散船员,如果有人不得不在危险区域值班,要注意个人保护,避免和有害物质直接接触。

Evacuate crew members from the endangered area. If persons have to carry out any unavoidable duties within the endangered area, care for personal protection for those persons to avoid direct contact.

If possible extent oil boom immediately to prevent dissipation of oil, and try to recover as much as oil as possible using oil absorbent.

When oil spill response chemicals and/or oil gel chemicals are used, due regards should be paid to the circumstances/environment around. Moreover, such chemicals can only be used after obtain permission from coastal state.

NATIONAL AND LOCAL COOPERATION

5.1 责任

Responsibilities

当关于污染事故或危及环境的紧急情况的报告呈送到沿岸国或当局时,船长首要责任仍然是确保船员与船舶的安全。

When a report concerning a pollution incident, or emergency that threatens the environment is submitted to the Coastal State or local authorities, the Master maintains his primary responsibility for the safety of the crew and the vessel.

The purpose of this arrangement is to relieve the master of these sometimes burden-some responsibilities also to maintain a favorable relationship with the press and media.

TRAINING AND DRILL

The plan will be of little value if it is not made familiar to the personnel who will use it. Annual shipboard emergency will drill plan will ensure that the plan functions as expected and that the contacts and communications specified are accurate. Such exercise may be held in conjunction with other shipboard exercises (e.g. shipboard emergency) and appropriately logged. Where ships carry response equipment, hands on experience with it by crew members will greatly enhance safety and effectiveness in an emergency situation. Procedures for training and exercise may be defined.
